What You Need to Get Your Learner’s Permit

Step 1: Confirm Your Eligibility

You must possess a temporary instructional permit (TIP), be at least 15 years old, and complete all required testing before becoming eligible for a learner’s permit.


A vision test will be administered prior to the issuance of a learner’s permit. You must have 20/40 vision in one or both eyes to pass.


Minor's (under 18 years old) MUST HAVE:

  1. Original Birth Certificate 
  2. A Custodial Parent/Legal Guardian* with their state-issued identification present
  3. The Sealed Packet from a driver education provider showing the required knowledge and skills test (80% min. passing score).

*Legal guardians must have the original court documents with them in order to proceed.



Step 2: Gather the Right Documents

  • Certified birth certificate
  • Verification of your Social Security Number
  • Proof of Address
  • Certificate of Successful Completion received from the driver’s education class you attended must be presented when graduating from a TIP.
  • Non-immigrant alien requires additional information
  • For minors (under 18) a custodial parent / legal guardian must present identification, and the legal guardian must also present legal documentation verifying the guardianship.
  • For adults (18+), One additional form of identification such as a photo work ID, high school diploma, insurance card, etc.

If approved, you’ll receive instructions on your permit and next steps, and your official credential will be issued according to Louisiana OMV guidelines.

Louisiana Graduated Driver’s License Laws

Louisiana uses a step-by-step licensing system to help young drivers gain experience safely. Each age level unlocks new privileges and responsibilities. Below is a simple breakdown of what applies at each age.


Temporary Instructional Permit (TIP) — Starting Point

Before any driving instruction begins, students enrolled in driver education must obtain a Temporary Instructional Permit (TIP).


What the TIP is used for:

  • Classroom instruction
  • Behind-the-wheel training
  • Road skills testing


Important TIP rules:

  • The student must carry the TIP when driving during instruction
  • Driving is only allowed when accompanied by a licensed driving instructor
  • Once driver’s education is complete, the TIP is surrendered to the OMV
  • There is no extra cost to convert a TIP into a Learner’s Permit


Age 14 — Classroom Instruction Only

At age 14, students may begin driver education in the classroom, but they cannot drive yet.


Eligibility:

  • Must be at least in 8th grade
  • Must be within 90 days of their 15th birthday


Age 15 — Learner’s Permit

At age 15, students may apply for a Learner’s Permit, which allows supervised driving.


Requirements to Get a Learner’s Permit:

  • Complete a 38-hour driver’s education course
  • Pass a vision exam
  • Pass a knowledge test (OMV or driving school)


Driving Rules with a Learner’s Permit:

  • Must be accompanied by a licensed parent or guardian, a licensed adult age 21+, OR a licensed sibling age 18+
  • No cell phone use at all (including hands-free)
  • Must complete 50 hours of supervised driving - at least 15 hours must be at night


Age 16 — Intermediate License

At age 16, drivers may move to an Intermediate License, which allows limited independent driving.


Requirements to Get an Intermediate License:

  • Hold a Learner’s Permit for at least 180 days
  • Complete 50 supervised driving hours (15 at night)
  • Pass a road skills test
  • Parent or guardian must certify that the teen has:
  • No at-fault crashes
  • No moving violations
  • No seat belt, curfew, drug, or alcohol violations


Driving Restrictions for Intermediate License Holders

  • No driving between 11 p.m. and 5 a.m., unless accompanied by a licensed parent/guardian, a licensed adult age 21+, OR a licensed sibling age 18+
  • Passenger limits:
  • Between 6 p.m. and 5 a.m., may not transport more than one passenger under 21 who is not immediate family (unless accompanied by a licensed adult 21+)
  • No cell phone use (talking, texting, or hands-free), except emergencies
  • All passengers must wear seat belts
  • License will display the word “Intermediate”


Age 17 — Full Class “E” Driver’s License

At age 17, drivers may qualify for a standard Class “E” license with fewer restrictions.


Requirements to Get a Class “E” License:

  • Complete all Intermediate License requirements or complete a 38-hour driver’s education course and road skills test
  • Maintain 12 consecutive months with:
  • No at-fault crashes
  • No moving violations
  • No seat belt, curfew, drug, or alcohol violations


Ongoing Driving Rules (Under Age 18)

  • Drivers under 18 are still prohibited from using cell phones for talking or texting, except in emergencies


Helpful Notes for Parents & Teens:

  • License color and layout are different for drivers under 21
  • Requirements are strictly enforced and tied to driving records
  • Missing documentation or violations can delay license progression
